Hello,
When phidget encoder is plugged into any USB port, my PC hang and cannot boot again. As soon as I unplug the phidget, that little Win10 wait-animation appears and Windows proceeds to start normally. Once Windows has started, the device works fine.
How to fix this problem?

This sounds like a BIOS incompatibility. I'm not sure of exactly how to fix it, but have a look in your BIOS for settings related to USB, HID (Human interface devices), keyboard, etc. and see if you can change something to get it to boot.
