"The process cannot access the file because it is being used by another process." Trying to connect to 1051_2

Hi all,
I plugged in a Phidgets 1051_2 temperature sensor to my Windows 10 laptop, installed the phidgets drivers, restarted, and opened the Phidgets Control Panel. The sensor shows up there but when I double click on a line I get:
Saturday, October 12, 2019 5:56:51 PM - Local device: <1051 (PhidgetTemperatureSensor 1-Input) v402 S/N:542509> open failed because device is in use. Check that the Phidget is not already open in another program, such as the Phidget Control Panel, or another program you are developing.

Any ideas or troubleshooting steps appreciated.
