Is it possible to test without having an actual board?

A friend of mine has a stepper controller and four motors. I'm a professional C# developer so he asked me if I might be able to help him out. I downloaded all the samples, documentation, etc but nothing will run.

I didn't see any simulator code and no interfaces are used so I guess there is no way to mock a controller and attached motors or do any kind of testing?

I've asked him if I can borrow his hardware for a few days but this would be easier if Phidgets had a mock or simulator app i could use to run against. Please let me know if there might be anything like this out there.

I don't believe such a thing exists, but I would add my vote that the Phidgets people should create one. I'm working with a colleague in Europe and it's a pain to have to get all the same hardware as him in order to develop for it.
